Research in the GDPR Era: Ethical Challenges in the Use of Technologies for Personal Data Analysis

On January 13, the seminar Research in the GDPR Era: Ethical Challenges in the Use of Technologies for Personal Data Analysis took place at Instituto Superior Técnico, bringing together experts in ethics, data protection, law, innovation, and scientific research.
Organised within the framework of the All@CityScape – Urban Landscape and Identities in Multicultural Cities: Exploring Public Space project, the seminar focused on the ethical, legal, and methodological challenges associated with the use of technologies for data analysis in scientific research, in the context of the requirements established by the General Data Protection Regulation (GDPR).
The programme featured contributions from Mário Gaspar (President of the Ethics Committee, Instituto Superior Técnico), Sérgio Guerreiro (Vice-President for Digital Technologies, IST), Nuno David (Data Protection Officer, ISCTE – University Institute of Lisbon), Cristina Caldeira (Data Protection Officer, Lisbon City Council), Paula Ganchinho (Data Protection Officer, Odivelas City Council), Paulo Carreira (privacy and data security specialist, IST/Sensei Tech), and Joana Mendonça (IST and former President of the Portuguese National Innovation Agency).
The presentations and discussions addressed topics such as open science, research ethics, data governance, privacy-aware technological systems, and the impact of regulation on the innovation ecosystem. The diversity of perspectives proved particularly valuable for the All@CityScape project, helping to clarify regulatory frameworks, identify project-specific challenges, and establish guidelines for the development of the project’s Data Protection Impact Assessment (DPIA).
The seminar provided a productive interdisciplinary forum for discussion, highlighting the importance of integrating ethical considerations, data protection, and regulatory compliance into the design and implementation of innovative research methodologies.
